SCPA Officer/Board Election & Bylaws Amendments Featured

Dear SCPA Member:


In accordance with SCPA bylaws and procedures, SCPA will elect Officers and four Member Delegates to the governing Board of Directors at our monthly meeting on January 5, 2017.  SCPA members in attendance will also vote on some minor changes to our Bylaws.


The following slate of candidates were recruited by the Ad Hoc Nominations Committee and approved by the SCPA Board of Directors. 


For the office of PRESIDENT: PHIL STASIK

Phil has served as President in 2016 and 2015, Vice President in 2014, Member Delegate in 2013, and has agreed to serve an additional term as President. Retired after 43 years as pilot, last 23 as commercial airline pilot. For 22 years, he served the Air Line Pilots Association as an elected representative, accident investigator, safety chairman, and communications specialist. Phil served in the Civil Air Patrol for nearly 40 years, in numerous positions including Squadron Commander. Member, Airline Pilots for Obama. Volunteered for numerous local, statewide, and national candidates over the past two decades. Though he once was Republican, he has been a Brevard Democrat for decades, and member of OFA (Organizing for Action). Scuba diver for 31 years, and past President of KSC Barracudas Dive Club for 5 years. Phil's wife of 34 years, Linda, retired after 25 years as a special education teacher, and currently chairs the SCPA Membership Committee. They have lived in north Merritt Island for 22 years. 



Candy has served in 2016 as Vice President, and has agreed to serve another term. She served in 2015 as Member Delegate and has been active in planning 1st Thursday programs. Candy moved to Brevard County from Old Lyme CT, where she owned the Old Lyme Inn. Prior to that, she lived and worked in New York City as a film producer for Ogilvy and Mather, a major advertising agency. Candy's childhood years were in Atlanta GA. 



Bill served as Secretary in 2016, and has agreed to serve another term. He is a retired funeral director, FEMA disaster responder and former Radio Shack employee. He has served as Secretary of the St. Cloud, Florida Lions Club and Chairman of the St. Cloud Area Chamber of Commerce. He is currently a Lagoon Life Saver for the Marine Resource Council helping with public outreach. Born and raised in St. Cloud, Florida, Bill recently lived in Hendersonville, NC until moving to Palm Bay to be close to family.



Kathy has served as Treasurer in 2016, and has agreed to serve another term. Kathy has served as Secretary in 2015. Kathy Freeman relocated to Florida from MA 21 years ago. She and her husband, Tom, have lived in Melbourne for 15 years. They have two sons, ages 19 and 15. Kathy has a master’s degree in Environmental Studies from the Yale Forestry School and has worked for over 17 years for the Florida Chapter of The Nature Conservancy in various capacities including wetland mitigation permitting and wetland restoration for the Disney Wilderness Preserve, the Chapter’s largest mitigation project. As the Geographic Information Systems Specialist for the Chapter she manages conservation data, performs spatial analysis, and makes maps.


Karen was a Member Delegate in 2014. She is a community activist with a strong background in the labor movement. Employed as Field Staff by Florida American Federation of Labor/Congress of Industrial Organizations (AFL/CIO). Served as Political Educator for International Assoc. of Machinists and Aerospace Workers for Florida's 2012 legislative cycle. Started 27 years ago as a Steward in Machinists Local Lodge 2061 and has since worked as Negotiator, Recording Secretary, and Newsletter Editor. Then became Communicator for the Florida State Council of Machinists, and a Mobilization Coordinator for AFL/CIO. Serves as Vice President of Central Florida Chapter of the Coalition of Black Trade Unionists and the Space Coast Chapter of A. Phillip Randolph Institute. Active in Space Coast Coalition of Community Partners, Brevard’s Empowerment Coalition, Democratic Executive Council, South Brevard Democrat Women’s Club, National Congress of Black Women, Black Women’s Round Table, National Organization for Women (NOW). Board member, City of Cocoa’s Affordable Housing Advisory Committee. Serves on SCPA Program Planning Committee. An avid writer, Karen hopes to become a published author. Single parent with a beautiful adult daughter.



A retired U.S. Air Force veteran with numerous commendations is a resident of Palm Bay and was a candidate for Brevard County Commissioner, District 3 in 2016. He is former Brevard County Public School employee, Randy is also proud to have a longtime military and law enforcement career, which spans over 20 years on the federal and state levels. Before retiring as a Supervisory Deputy Marshal from the U.S. Department of Justice, he was promoted to a Supervisory Deputy U.S. Marshal in charge of 80 Deputies Marshals and administering a budget over one million dollars. His primary duty was to oversee fugitive operations, responsible for prisoner transport, the protection of officers of the court. Randy also responded to Hurricane Katrina in New Orleans as a Federal Air Marshal and worked to help save over 3,000 lives. In addition, while serving as a National Guard Member, he responded to assist the Honduran government with Hurricane Mitch in 1998. As a Deputy U.S. Marshal, he protected U.S. Supreme Court Justice Clarence Thomas and Former U.S. Attorney General Michael Mukasey; investigated Wanted Federal Fugitives; and performed several protection details at the World Trade Center bombing trial in New York. Randy’s educational background includes attending the University of Maryland and is a graduate of Texarkana College, Texarkana, Texas.



A businessman and entrepreneur who lives in Satellite Beach with 19 year-old son José Luis and 15 year-old daughter Rosa Maria. In the past 2 years, he launched Space Coast Sunglasses US distribution, Space Coast Transportation and SCL Productions, and became a Strategic Partner in Space Coast Media Group. His business background in Puerto Rico includes hotel & shopping center development, market research, as Sr. V.P. of Marketing, Sales & Strategic Planning at 27YO, and Unilever and Bacardi where he honed his business development and marketing skills. He founded and managed four companies: Villamañán Holdings, Inc., Grand Advertising Promotions & Public Relations, Inc., and International Wine & Spirits Brokerage, Inc. (IWSB) over a 14 year period. He is President of the Florida Puerto Rican - Hispanic Chamber of Commerce, and is a member of Greater Palm Bay and Melbourne Regional Chambers of Commerce. He recently launched the Space Coast Channel. José Luis graduated from Kansas State University with a BBA in Marketing & Economics, and then attended University of Phoenix MBA program. He has supported a number of charitable organizations, including: House of Children Manuel Fernández Juncos, Ponce Museum of Art, the Home of our Lady of the Providence, Muscular Dystrophy Association, Sor Isolina Centers, Our Children's House, Theatre of the Opera, American Cancer Society through its "Children that want to Smile" gala, among others.



Melissa served as a Member Delegate in 2016, and has agreed to serve another term. Born and raised in Orlando, she attended the US Naval Academy and had a successful career with the Marine Corps. She retired as a Staff Judge Advocate in December 2014 and immediately returned stateside with her family. Melissa is a Florida Bar-certified lawyer in active status, though she has chosen not to practice at this time, she is a full-time mommy/homeschooling teacher to three sons, ages 8, 9, and 14. She has chosen pro-ethics/anti-corruption as the most effective way to resolve the many issues challenging the collective conscious. Melissa is currently leading our local chapter of and the Indian River Lagoon Coalition.





The Bylaws ad hoc Committee is proposing, and your Board recommends, a few changes to three areas of our Bylaws.  The last amendment to our Bylaws, back in 2007, focused on wording to promote an application for an FCC radio station permit.  That idea never came to fruition, and is now obsolete in the age of the internet and our social media outreach. Second, we also want to simplify the Bylaw’s geographic restrictions. Finally, we also want to simplify our accounting review process to save time and considerable auditing expense.  


This is the proposal:


1.  Radio Station Language


Delete Article II A. (Paragraph 4 Only)

Delete Article III D.

Delete Article III E.

Delete Article X F.


2. Geographic Restrictions


Article III C. current language:  “The Corporation shall maintain a permanent headquarters within 25 miles of the main post office of Melbourne, Florida.” 


Proposed language: “The Corporation is based in Brevard County, Florida.”


3. Accounting review


Article VI H. 9. current language: “The Treasurer’s books must be audited by an independent auditor before the annual electoral meeting or whenever the Treasurer leaves office.”


Proposed Language: “The Treasurer’s books must be reviewed by the Board at the last regular Board meeting of the year, or whenever the Treasurer leaves office.”



About SCPA Elections

Eligible Voters

Voting in SCPA elections is open to current members. In accordance with our Bylaws and membership policy, a current member is one whose:

• Original application and dues have been in effect for at least 35 days,

• Dues are not more than 30 days past due, and

• Membership has not been terminated


Eligible Candidates

All candidates must be current members. Any member may suggest to the nominating committee, or

nominate from the floor, any member. Nominees must accept their nomination prior to or at the election.


Absentee Ballots

Paper absentee ballots shall be mailed to members upon request, along with a return envelope which

has the SCPA address as both addressee and return address, thereby helping to assure the anonymity

of the voter.  Absentee voters are responsible for requesting absentee ballots and returning them in

time, as defined by the Supervisor of elections.


Deadline for requesting Absentee Ballots: Thursday, December 29, 2016.

The election will occur during a brief, specially convened Annual Membership Meeting on Thursday, January 5th, 2017. This is also our regular monthly meeting.
